A chilled water fan coil unit (FCU) works by transferring heat from the air passing over the internal heat exchanger to the chilled water passing within. Cold water is supplied by a chiller unit, or reversible heat pump, which is installed in a central plant room or on the roof of a building.

FCU's are generally used for controlling the space where they are installed. AHU's are part of a larger system. FCU's don't generally use ductwork to cool or heat air. The fan pulls the air over the coil.
FCU systems are of average efficiency only but if well maintained and operated can produce a good level of efficiency. They are generally not as efficient as standard alternatives such as variable volume air conditioning, chilled beams and displacement systems.
Fan coil units linked to ducted split air conditioning units use refrigerant in the cooling coil instead of chilled coolant and linked to a large condenser unit instead of a chiller. They might also be linked to liquid-cooled condenser units which use an intermediate coolant to cool the condenser using cooling towers.
